He plays a part in the Scout Blade rogue quest.
To spawn him, ask 'Where is Fenn?' to Rodrick Marslett inside a jail in the prisoner area, in the basement.
To reach him, go to the top floor, then on one of the two balconies on the west side. Once there, levitate and use the geometry around the balcony to get onto the roof where he stands.

I hope he has no faction, going to farm him tonight if he doesn't lower faction with the Kelethin people or any other goods for that matter :)
He's a triggered spawn and pops on the roof in Highkeep when you say "Where is Fenn?" to Rodrik Marslett in the prisoner area. Rodrik won't pop Fenn if you have bad faction with Faydark Champions.though. Fenn can drop up to a couple of plat, some random gems and I think he drops an FS weapon also. You can spawn him at any time, the guy is easy to take out if you are 50+ so if you need to farm plat, this may be the guy. Have a low level character make a hotbutton where he says "Where is Fenn?" and put him in the prisoner area where Rodrik Marslett is while you are on the roof, killing Fenn everytime he spawns. If you ever need a med break, tell your lower level friend to hold spawns. I Hope that this information helped you!

Fenn doesn't give exp anymore. Too bad, he gave really good exp if you had a lvl 35 plus group, but know the GM's noticed that he was too easy for the exp.
