Killed at least 5 of these while soling for EXP here and not a single one dropped the chamois. I wasn't looking for one, but just thought I'd let people know that it seems to be an uncommon drop at best.
Also, Pages can spawn ANYWHERE in the area, not just on the pyramids. I was mostly clearing the ones on the ground next to the "bridge" to the island, and they spawned as frequently as the other classes.

I've killed over 30 pages an no Chamios. I can tell you that the page's appear uncommonly throughout the front area. I've never seen more than two on track with a full spawn. I would estimate that they are about a 1/30 spawn chance when considering all possible spawns for them. As I've had no luck on the drop this is becoming very time consuming. Getting a nightshade wreath would be several fold easier but I'm a glutton for punishment.

I love irony. The VERY NEXT page dropped the Chamios lol.
I'll assume that the next person to do this won't have mercs so you'll need to take great caution if you do this as there are a all sorts of healers that will agro even into your 40's. A bad pull and you'll be zoning into CT.

This has been a very aggravating hunt. Those stupid lizards keep self-healing even after I have used up all my mana zapping them at 253 hp a pop. The last time I tried killing the page which conned light green, I drew a herald which conned at dark blue and an alligator. They killed my pet and chased me all over Feerrott until I had enough mana to gate. Very undignified for a Shaman of the 35th season.

From the entrance to ogguk; follow the wall to the right till you reach the water. Next follow the water to the left. you will pass by the bridge and various ogre npc wanderers. continue till you see a fallen obilisk that forms a makeshift bridge. cross here to the island area. hunt in this area you will see a large temple with a Great ramp, Lizards and Gorillas. beaware the aligators will auto aggro if you are attacking any lizards in aggro range. Near the ramp is 3 small temples loaded with lizards. this area may be camped heavily as Ravenscale armor drops here as well. if you have good faction with ogres you can, in dire times, cross the obilisk and run along the shore towards the city and a guard wanders to and fro there. From rathe follow the trail to the bridge cross bridge then follow water to right to the obilisk. from swamp zone follow the wall to the left. beware of tunesinger npc half elf female close to zone if you are evil. follow the wall to the water follow the water to the right to the obilisk.

The first time I did the Totemic Helm quest, the Ogreskin Chamois dropped off the second page. However, last night I spent over an hour camping his ziggurat, and while I killed three pages, no chamois.
I was also clearing out the ziggurat next door, hoping a page would spawn, but one never did there. Seem to be confined to tower #14 as show in EQATLAS:

However, the guys you have to kill do drop a good amount of fine steel and ok coin, so it wasn't a complete waste of time.
Update:
Now I've spent a total of like 5 hours killing these guys, an hour or two an evening. STILL no Chamois!
They also spawn in tower #15, maybe they spawn in all of the towers.

Ya! The Tae Ew page is the one that drops the Ogreskin Chamois for the totemic helm quest. He is outside of the temple of Cazic Thule on one of the smaller pyramids beside ramp. Many, many other lizards around. Somehow managed to just pull him and one other and bang..had chamois first kill!

I'm camping it right now. I've seen one in over an hour and a half of clearing one pyramid solo... and of course he didn't drop the chamois.
I can confirm that they DO live on the pyramids outside of CT (thanks, Verant...) but I have no clue whether they actually drop the chamois or not.

I found one on top of a Temple. Loc -952, -265. Had a couple Sentinels near him. Unknown spawn time.

What is spawn time?
Loves to cast Smite constantly, hit a few times then Heal and repeat. My HT didn't even leave a mark :(
