His pathing, if you loose him, is to the East out of the area... Best if ya catch him before he goes underwater again.

I've taken him a few times with my lower level character... 1 perfect pelt so far. He has popped once while taking out the shroom but no aggro. I've killed the ph so many times that I am tired of the little ****!! Seldom get Minnow to pop though

This guy spawns in the water around the Giant Mushroom. He has a PH that is a owl bear cub. Keep killing him until he pophe s. A tip however if you are 23 and lower lvl and he pops right as the Mushroom does take him out first. If you attack the mushroom before killing him he will argo you sometimes. He also rarly drops the pelts mostly the meat. But I have gotten two so far.
He does not pop immediately after the Reishicyben. I have camped him many times for the eyes, shields and what not for xp and loot for my guildies. Never has he popped up right after Richy. Though I'm on Xev so maybe there's a difference there. He just takes the place of the grimy owlbear cub sometimes and only aggros because he is aggressive, has nothing to do with killing Richy.

note he said 'if' it pops, and sometimes it attacks... he's just giving a little common sense heads up

where is this guy anyways? and do you get him to spawn?
He swims in the pond around pos 2000, pos 900. You get him to spawn by killing his placeholder, the grimy cub.

I got an Ancient Sensate Cloak (lore item) from the big shroom, never did see minnowgulper, but I only took out the swimming cub a couple of times.

After hours of camping the Big Giant Mushroomhead guy and killing the placeholder cub while I was waiting The Minnowgulper popped. He drop 2 owl bear meat. I was so thrilled.
The next pop was him again and so I thought this time for sure something good is going to drop. Nope, he dropped a wailing Substance. That was the last time I ever saw him pop.

Got the Wailing Substance too, probably for a quest that hasnt been found yet. Might ask the NPCs in Shadowhaven might be noobie quest.

Wailing substance is used to make Screaming Steel armor. Don't know of a quest that uses it.

To make the shadowscream armor with the swirling shadows, shadow disks and humming orbs is a quest from Master Barkhem in smith shop of shar vahl plaza. its a real long quest and to make the armor you will need a skill of over 200 smithing. swirling shadows used in quest for hammer, shrieking subs of of obs and wailing subs off of sonics in tenebrous are used to make the humming orbs. hope this info helps someone out there. I am only skill 116 smithing or so and have a long expensive road ahead to make the armor my bst cant wear lol. but can sell hopefully to get some plat back from all the smithing.

Yep he's a very random spawn owlbear. The PH is the swimming one.

Heard he drops a nice cloak, haven't seen it myself though.
