do these mobs turn invis or something? i was trying to farm these suckers today and hardly saw any of them. saw plenty of earth, fire, and water elementals, but these things hardly popped. any info would be much appreciated.

Yes, they invis themselves, so cast See Invisible or Spirit Sight on yourself to find them.

My lvl 23 bard was wondering through TS, and one of these conned blue to him, so though I can not vouch for any other info, I can say that these can spawn at lvl 22 or possibly lower.
Actually, I get most of my Swirling Mist off of Water Elementals in Twilight.

Essence of Wind is one of the components for Combine Acrylia Temper. Worth quite a bit to smiths in the bazaar. I'd hold onto it if I were you. I would guess you can make 50pp to 100pp each.

I got swirling mist not off the air elementals but off a rarer spawn the Swift Air Elemental. Hope this helps :)

Do these drop Swirling Mist's?
Swirling mist is the drop off water elementals which look similar to air ele's.
Anyone know if there is a spawn order I killed off all the airs then killed off all the water's and airs didn't seem to wanna pop?

Yes they do drop Swirling Mist. Anyone know what it is used for?
It's used in smithing tempers as I recall.

Swirling Mist is used in tempers for the High Elven cultural armor. Really useful stuff it is, and the Essence of Wind is used for acrylia armor, also really useful stuff. Both go for 10 to 20pp a piece I think usually in the bazaar, at least an MT.
