This orc and a number of invaders and oracles spawn when you hand in Invasion Plans to the coldain lookout. He was blue to red at 44, and a level 47 in my group confirmed that he was 47 when he was red to me.

So do you have to kill him (scarbrow) or do you loot after the drawfs kill him?

Anytime you let an NPC kill your mob, the mob's corpse vanishes and you can't loot anything.

Scarbrow spaws at loc (-2930, -90), directly between the Dwarf camp and the fort. As you stand in the camp, look toward the Rygorr fort. The mob of 7 orcs will spawn and stand motionless for several seconds giving you time to root Scarbrow. You can then send a member of the party to aggro the rest of the orcs and pull them to the camp..the Dwarves will help out greatly...meanwhile..have rest of group finish Scarbrow.

He spawns with his crew after u hand in the ry'gorr battle plans from the ry'goor messenger to the coldain lookout. they take a few secs to buff then attack the coldain.

Dropped during invasion on 15 July 2001. Stats are 2AC 3WIS 3INT 40Mana usable by Dru Clr Brd Shm Wiz Mag Enc Nec in Range slot.

Attempted the quest the other day 2 times....upon both of his deaths i found 0 frozen orbs but instead "the head of scarbrow"...anyone know the purpose of this item ?

The head is one of the ingredients in Garadain's quests series for the Coldain Insignia Rings. It's used in the fifth quest, for the Obsidian Coldain Insignia Ring.
Frozen Orb still drops. Looted it the other day while I was doing quest for the fifth coldain insignia ring. I sold it for 3k + Med Totem.
