Ritap  

when handing in the beard, your faction standing with Pirates of Iceclad has been adjusted by 2 ( during double faction period).

I brought a Frost Giant Scouts beard to Ritap. And having read about the quest, just gave it to him. Instead of handing me back the tinkered rope, he gave me back a woven beard.

Advice is, Hail Ratop, the talk to Ritap until he mentions the tinkered rope, then give him the beard.

Ritap and Ratop are two gnomes on the iceflow bridge linking the islands with the gnome camp and the Tower of Shadows. When Ratop is hailed, Ritap responds 'The cap'n said PIRATES! Not parrots ye knucklehead!' He wacks the other raider upside the head. 'now whars the tinkered rope?'

Asking Ritap about the tinkered rope gets:
'Button down yer yapper! Ahl be doin the talkin here. We be needin the rope to tie ye down fer ransom. Now fetch me the beard of a frost giant scout so's I can make some more rope to tie ye up with.'

On giving Ritap a frost giant scouts beard (from a Frost giant elite in Iceclad) you get exp, faction with the PiratesofIceclad and a Tinkered rope - magic lore no drop, str+2 sta+2 waist all/all. Ritap also says 'Arg! By blubberbeards nostril! Ye'v done it!' He braids the beard together into a sturdy rope. 'Now take this here rope and tie yerself up! Come lets go tell the cap'n we'v captured us some prisoners!'

I don't know where the quest goes from here, if it does continue.
