Ran across him about mid way up the west side of zone, killed him, loot was a few plat and Slithini's shield, AC10 +15 vs fire.

Confirmed as I had the exact same experience on Agnarr progression server last night.
We are curious how rare this NPC actually is... no posts in 16 years suggests very.

This fellow conned blue to 33, and was standing where I have foud few other NW nameds, so it does not wander around.

i found him wandering just straight out of OT zone blue at 33 shields graphic lets off a nice light source and makes him look like a chanter.
