The necklace is in fact now in Howling Stones. I believe it drops from Drusyla Sathir although this part may be incorrect. I do not believe it is a random drop off of any mob in the zone though.
Gotmilk is correct,it was moved to the howling stones.At least according to all the lvl 40+ guys in my guild,a gm admin,and the 4 other sites i been to tonight(researching some stuff for a raid).

the necklace sadly has been moved to Sebilis it was one of the mistakes when kunark came out so u will now have to go to sebilis to get this fine necklace oh well
It appears that the spawn has been cut back and he now does not always drop the necklace. A hat/helm was taken off him the other night. I believe was AC 12 Wis +4...but I might be wrong.
Arikel Callistrae is right, he procs ice just like the overseer. Darkness/fear is the way to go as he'll get stuck for a bit on his way out the door. I was able to clear this room, hold it, and kill The Kly all by myself as 52nd necro. I kept all buffs up.. including manaskin and resist cold on both me and my pet. Not to be taken lightly. Put him down quick.

He is virtually identical to the Overseer, but a bit tougher. If you can take the Overseer you can probably take The Kly. Sometimes you get lucky and he doesn't proc ice, or you resist it, which is probably why this says that he does not have it. Your best bet is to chain stun him, or to tank him with a pet and snare/darkness him, then fear him. As a 44 monk I held the room with a 52 necro; the necro was almost good enough to solo it, I think, but the room pops would have been a little too much for him if something had gone wrong. Trust me, in this room something WILL go wrong. Be prepared, and make sure you have someone buffing your cold resist.
