This is a named troll harbinger.

• Casts Psychopathic Rage (absorbs 30 melee hits) 5 seconds engage and then every 20 seconds.
• Casts Decimation (random single target nuke for 60,000 dmg + root; no counters) 15 seconds after engage and then every 30 seconds.
• Once this wears off, inflicted target is hit with another version of "Decimation" (DOT for 5,000/tick + root for 4 ticks; no counters).
• Once this wears off, inflicted target is nuked for 600,000 dmg.
