Located in the far southeastern part of the palace (map -- head up inside tree -- he is in the first room). The easiest way to get to this area is via the eastern entrance to the palace.

Kela Lor Telaris also appears in each of the Plane of Shadow instances: The group missions "Breaking the Seal" and "Dispelling the Shadows", as well as the Plane of Shadow raid.
