Come on people, someone give a loc or area for this PH.
I stumbled upon him accidentally. I went to see Vendor-Bot Model CM near zone in (vendor for Brellium Tokens), then went upstairs and there he was ! He immediately aggroed and was assisted by "A city guard" and "A shaman", No need to say I died pretty fast.

Since no one seems to help others anymore I will go against the norm and post this guy's loc i just found.

Thats a room and shining city guardians seem to be the PH and several roam this area. Kill mobs in this area and you shall find the namer. Hits decently hard, Tons of hps and ac...no spells I noticed.
