spawn location is +10 +585 -68
This is located on the "Elite Ledge" in Old Blackburrow Beat the Blackburrow Boss mission. Other ways of explaining the location is the same spot that Guard Ellery spawns in the regular Old Blackburrow.
Or, coming from OGH zone you could go down the ramp to go deeper and when you get to the bottom and there is a bridge straight ahead of you and a land bridge to your right, you want to go straight over the rope/wood bridge to the island, and then to your right is another rope/wood bridge going up... top of that bridge is where you will find him if he is up.
