For all those who want to know, he stands in the South Qeynos Docks near the Mermaid's Lure, I think, it's at the entrance to the dock closest to the Lion's Mane Inn. Also, his loot is the standard corrupt qeynos guard loot: A rusty Long Sword. Hope this helps!

He is on Corrupt Guards faction. He will be very rude when you hail him. He says 'Hawwwl' and some other gibberish.
