Ran to him having to FD twice. Then ran into room and HT, LT, and dotted him paying no attention to the adds (there were 5 of them when I did it). He was down in 30 seconds and then I FD. Got up, looted, ran to safe spot in middle of long bridge/ramp thing and FD to clear aggro and then gated out.
He is immune to changes in his run speed.
My guild camped him today to get the documents for about 45 folks. I didn't get an exact respawn timer, but it was round about 20 minutes, same as everything else.
Confirmed 20 minutes today on Mischief.
respawn is about 5 minutes
he raises Rebel Brownies faction and lowers Factory Flunkies faction
