Not a mob I have seen much of in the swamp (having spent a lot of time there in the last 2 weeks), to the point where I think the one I killed today may have been the first I have seen. Dark blue con to my level 18 troll.
Probably shares a spawn table with something that isn't being killled --so when the zone is being used you probably see more of them.
