As people have said, she is a ghost that pops at night on the island with the deserted tower on it (there are some "distorted souls" on the island).
During the day there are just sea turtles on there, but at 7pm, skeletons such as animated pirates and sailors pop.
When I saw Terra, she had popped without having to kill a PH so maybe she always pops at 7PM. She just roams around the island.
