Hmmm. Not sure which one but this definitally drops by one of the banshees in Barren Coast. I saw Mina the Miserable drop a cloak with same stats cept less mana and hp called Cloak of sea silk for diff classes so i assume she drops it but could be one of the other two.

This item drops by Terra the Sea Witch as of today. I killed her and bam there it was!
