Definitely not level 40-45. I emailed Alla's with a correction but they have ignored me as usual.
Wolves and bears are level 35-37. This means that one could start the quests from Scout Madu for your 45 armor set at that level.
The level given spiders and snakes for the Scout Madu quests appear to be accurate (level 40-45). They are significantly harder than the wolves and bears.
