need to be amiably before he will speak to you. I am a froglok necromancer 105 with indifferent faction and he claims he doesn't trust me. I did some other quests and got amiably faction and he will take the items now

I was able to do the collection quest at ally faction with my halfling druid by using an Essence of Gukta potion which cast the Illusion Guktan upon me. Evidently Illusion Froglok doesn't work, but Illusion Guktan does if your faction is high enough.

I'm not sure if ally faction would be required or not (I very much doubt it is, actually), but in Halfling form at ally he just hands the items back to me. Evidently the little flipper-footed amphibian is a bit of a racist.
