Believe he is for the new epic quests , as well as all the other NPC's I've seen saying "I hope you are well" or whatever ... I say this , because he's wielding the Wizard Epic .

He IS for a quest. He yells at people who are too low level but still won't give out the quest yet, cuz we can't find the keyword.... However, without him actually responding, I think i've solved it. Hehe. will post more soon

He seems to want 4 runes. All ground spawns. He won't accept any items (hands them all back) except for these. EQ gives u a red text error saying u must turn in all quest items at once error if u try to turn the runes in seperate. he accepts them when u hand all 4, but eats them. possibly a middle portion of wiz epic.
He is at Wayfarer Camp. Loc is: POS1904, NEG5032. I tryed to talk to him, but he didnt gave me much answer.
