Loc is approx. 1009, -2110.
Not sure about a PH, he was up when I zoned in. Summons and runs. I, a 65 mage took him down with ease, dropped bracelet. Also, he isnt immune to nukes, just have to get close like the PoH mobs that look like him.

Just checked, A dragon construct is his PH.
Must be his rare drop as no one has ever posted it in abou a month, dropped first time and only time i killed him.

65 bst, soloed. Was unable to slow em but he wasnt too special anyways. Max hit was 180ish. Pure melee mob. Killed and had 90m still.
