This NPC is not level 30 - he's green to a level 17 bard.

Meant to add also - he says nothing when hailed, no information about saurek scales, unlike the rest of the trainees. He doesn't mention a 'Torin' either as some have suggested in relation to the Hunting Leather quests. I stood next to him for quite a while when skilling up in my instrument skills and he doesn't even come out with a random comment which might indicate what he's there for.
