My wood elf can't see these items you need to scribe to make cultural tailored items. She can only see the cultural symbols items.
Is it possible there is a precursor cultural quest you need to do in order to be able to see and purchase these items?

You need a particular skill in the tradeskill for the book you want to view. I don't know what the skill that is needed but I do know that people with 300 skill in those tradeskills can see the books on the vendor.
