i was able to get my slot 4/8 with a proc on it via petitioning, however it was a slot 7 so it is sort of useless as a slot 4 since there are better procs.
this nerf also did not remove the ornament from my bow, it removed it from the slot 7, made the aug invisble, my slot 20 is open but cant put an ornament in because it already has one, cant remove the current ornament because it doesnt exist.
