Allows you to activate a special contract for a mercenary From Hadya Ware. Location -60, -3, -156 up against a building wall across from the CR stone. The model is a male dark elf pirate (at least that's what I got).

This is obtainable by claiming the loot card of the same name from the Doom of the Ancient Ones set of the Legends of Norrath online card game. This card is randomly inserted into booster packs of that set.
