I've always camped this at quest NPC Sienna Flamestalker. 100% drop rate.

This is part of the eq 11th anniversary quest called "Gifts of Steel" given by norten magmaflinger by the gatekeeper in Brell's Rest. Quest is deliver 10 lavaborn steel to norten, deliver 1 steamforge anvil to norten and havnt gotten to the 3rd and last part yet but id assume its just hailing norten but cant be sure hope this helps.
