Anyone know who this drops off of? And if its soloable? I would like to get this for my rogue.

does the +5 magic damage also calculate into backstabs? any rogue out there that tried this?

Well, Bane damage bonuses don't, so I'm highly doubtful that other damage bonuses would.
I'd say treat as a 9 base damage for backstab purposes.

Now, Casters can't dual weild, but would they be able to equip this in their secondary slot and get the stat bonus?

no, casters can not duel weild weapons. it only says secondary because some other classes that can use it are able to duel weild.
if you need to see it with your own eyes then go get a rusty dagger. its primary and secondary. try to duel weild it with a caster, you will not be able to.
