The building is located along the northern zone edge, directly to the west of the Tenebrous Mtns zone out.

The vendor is actually Maria Whispersong, Windsong was probably a typo; the Combine Lute costs 52 plat, 4 gold, 9 silver and 9 copper with 158 CHA.
Strangely enough this has been and still is one of the best (minus stats) twink string instruments till you get some no drop or the likes of Muramite lute (req lvl 66). Incidentally it has the mod of 2.2, the same as lute of the howler.
Plain lute without stats, yet very useful although its only store-bought. Not that many items like that nowadays in EQ, is there.

Looking at these numbers, would I be correct in beleiving that the combine lute is better than the Gypsy Lute in terms of song boost?

If Reeds spread sheet is correct - and I believe it is than combine instruments add 10 % to all songs over a regular instrument.

for 60pp it better have.
it has a 2.2 modifier (from Reed's spreadsheet - see www.eqdiva.com for the link). That means if you heal 12hp/tick singing, you'll heal (12 * 2.2 = 26) 26hp/tick using this lute.
