I got this when opening a Legend of the Storm Break pack that I purchased from the Marketplace.
This item is acquired from LoN. It was a reward during one of the tournament weekends (forget which weekend this was). It was also for sale in the tournament packs they sell shortly after the tournies for $10 (3 boosters + the in-game item). You can currently trade for this item within the LoN client.

Posted in another thread based on the item used to make this item. I suspect it from the LON card game and this is a result of graphic reward. I checked EQ's Marketplace and there is no item listed by this name for purchase with station cash at this time.

That explains how to make the corresponding Ornamentation container, not the Ornament itself. We still need information about how to acquire it.
