This is really nice armor and if i could wear it i would. However i cant so i am currently giving it to my bard alt not bad armor for him at all and is fairly easy to get at lvl 45+ plus i love killing guards makes me feal UBER

I believe they drop off the guards walking around in Katta. Some people seem to enjoy taking up camps in corners and killing them to the sun comes up =)
I found these at a merchant in the bazaar for 11pp!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! I snatched em up in a real hurry, sure beats my fp vambraces that I was wearing!
