Does anyone know if this item might be quest related? It doesn't seem like much of a neck item for the most part.

On the contrary. Many people, myself included, believe most of Luclin to be quite overconned. I was soloing the Grimling mines in Tenebrous with ease at levels 39 - 44. At 39 they were all blue and began to turn light blue at 43.

Grimling mines in Tenebrous... I can solo those (carefully, with pet) too. However... Grimlings don't hit as hard as these guys, and don't have the proc these guys have. The non-caster/non-proc'ing mobs on Luclin weren't terribly hard 'til I started hittin' 42-44.... After that, some stuff is unreal.

I.E. Sun Revenant in Scarlet Desert. Conned Dark Blue to both me (45 Shaman) and my partner (53 Warrior) That's a heck of a level range; we took the revenant down; at the end of the fight, I was oom from slowin', healin', incapacitatin', 1 DoT, and a nuke. My partner was at a little over 2 bubs of health. Revenant proc's a nasty curse, and hit's hard and fast.

/shrug All depends on what you fight, and how heavily yer twinked, I guess.

Uh huh...

I can think of a few mobs that are blue to my level 42 Paladin that a level 35 Monk could probably solo pretty easily.

Assuming they're not Casters or have some nasty lifetap proc (like the spectre-types there), then there isn't much reason why a Level 39 Monk (with decent weapons) couldn't solo them.

Personally, I'd love to get a good group or two of ~40 people to gather up stuff in the Twilight Sea. The quest rewards are obviously designed for people pre-planes.

Level 43-44 Shaman when I was fightin' these Tro Jeg's in Twilight Sea. Con's ranged from green (5) to light blue (12) to dark blue (48) in about a 5 hour span. Not too bad with a pet...

They DO proc a nasty DD, that did over 220 occasionally, even with MR and FR both over 70. If you get unlucky like I did once, got tripled fer 70+, with 2 procs of 198 and 260 in the first round of the fight. Needless to say, my melee DoT of a pet died after I got root to stick and backed off enough to nuke the be-jeezus outta him.

Average on that proc seems to be around 85-170, expect at least 1-2 procs per fight.

(And that was with a buffed AC of around 780 or so, and the above mentioned resists).

Worst part was, was campin' these doods to try for the mark of vision fer me quest armor... then I find out 'twas listed incorrectly, and the one I need is actually in the Scarlet Desert.
