start buying Legends of Norrath Booster Packs. This is one of the possible rewards you can get in any 15card pack. Very Rare to get any loot cards at all, but each pack has a chance to contain a loot card.
Another way to acquire one is to open up Legends of Norrath, go to the trade section, and see who has one listed in the "offered" column. Check out what they want in return. Often, they want a set number of Booster packs in return. You can then go and buy these in the SoE official LoN store, and trade those to the person with the card you want. You are giving up the possibility of loot cards in the packs you trade away, but for myself, I have opened well over 30 cards and gotten all of 2 loot cards, a zi-thuuli familiar and a dagger mold.

30 card packs & U have gotten 2 loot cards, U should consider yourself luck, I have bought about 30 & have gotten none
I traded for mine. The item does not yet have an icon within the EQ game itself, it's just a blank spot, but when you mouse over it, the text pops up. I haven't yet ornamented my weapon since I have the Tunarian one on at the moment. Waiting to win my next raid sword and then ornament that one. Good luck on finding one, they are incredibly rare.
