I killed a few more mobs on top of the plataeu, and the Tro Jeg Firerider also drops this.
Hehe i would guess Verant included this so some uppity young warrior could say "YOU HAD BETTER BEHAVE, OR I WILL TAKE OFF MY BELT (for a spanking)" Kind of kewl that you can use it in Primary, Secondary, or waist slot. My instant thought would be to create a Waist slot hotkey and primary/secondary slot hot key incase of a disarming. Nothing more fun when in PvP when you get disarmed and you have to go hunting through your bags to find your wep.

Is this the first 1HS/WAIST item in the game? I've never heard of anything like this. Kinda cool.

No, this is the second. :) The first was the wrapped entrpoy serpent spine from Dragon Nec.

Captor's Silken Cord....sounds kinky. Why not druid useable? Would be great for keeping those uppity high elven maidens in line :)

Alright, I am usually not a stickler for this type of thing, but it's Cord not Chord *Duck*.
I know there is apt to be a spelling mistake somewhere considering allakhazam probably has some 3 million items to post still, but I wanted to mention it ;)

I recommend you use the link above that says 'send a correction' its the best way to let them know that there is a change needed, while they love thier site to pieces, I doub't that they read every item everyday :)

This guy has popped for me a few times and always seem to spawn on top of the mountain near the temple. This is also the only thing he has dropped for me.
