This dropped in an instance inside the big robot in Dragonscale Hills. It's a drop required for a group mission.
Dropped from a dragon named M.A.R.G.E. red con to lvl 80.
Mission was called.... I forget the name. I'll post it later, if I remember to.

Task is called "Mechamatic Memory Manipulation" its the last of the instant task line from Overvoltage.
M.A.R.G.E. is on different faction than the rest of the zone, so can easily pull and kill all guards before pulling the dragon (M.A.R.G.E.).
She (it) does not summon, rampage, flurry or enrage. Is snareable and slowable, was hitting a lvl 80 WAR with 3.8k AC and 21k HP for 2.2k with defensive disc. Not very had at all, but sometimes it was getting hairy when Clr was using CH and not fast heals.
