What the heck is it used for? Still no clue here... =P
Think of it as a reagent. It is summoned by a spellscaster of the appropriate level. It is used in a subcombine with intricate binding powders. Then end result is a clickable scroll with a dd charge.
And it's used mostly to skill up on research. No one really uses the scrolls.

The scroll is called "Focus Intricate Spellcrafter's Empowering Essence"
Level 60 enchanter, level 65 for the other 3 intelligence casters.
Now to figure out what it is used for.
