I know that the answer comes nearly two years late, but the answer is and will remain YES.
The clicky on this tunic is indespensible. I have the TSS group tunic which has a similar effect, but takes longer to cast (1 second), and three times as long to refresh. The effect is a "buffs only" dispell, potentially stripping one beneficial effect without the risk of stripping slow or anything else that your group or raid has hit the mob with.

uhhh - don't know of any mobs that summon without any damage. Mebe from DoN,DoD or PoR - but none that I have heard of. Certainly not any other than perhaps a special raid mob.
So, does anyone wanna tell what the robe looks like? Color (RGB default would be nice)? Pattern?

It's the same effect as the ranger beneficial only debuff, but in our case it is NPC only. You may say it's useless or benign because of the overall quality of the piece, but as I posted below, it's also about a smaller assist range on mob pulled. Thrown items that can damage a mob create a larger assist radius. Some pulls with this effect would be single where a shuriken would pull adds. Not to mention the usefulness of debuffing haste / HP buffs that are common in GoD and OoW. My guild is in Tacvi now and we monks have just had Velitkorin added back to the hit list (when we're headed to MPG trials we smack it) so that we all can have and use this for raid pulling, then swap back to better pieces for named fights. Over all it's better for the raid if monks have mobs debuffed before they hit raid / tank... also when there are casting and melee mobs you're splitting, it's possible to get the caster to stop to rebuff after you dispel and melee continue to camp. This is a nifty split technique. ;-)

According to the raw spell data, the effect only affects npcs therefore it would probably not effect other players unless special rules apply on pvp servers
The bandolier takes care of stefin's point, but you also must think about the idea of some mobs have high dses on them and the monk being able to remove the ds b4 the fight will be greatly useful so healers don't need to wry about the whole melee part of the raid taking dmg
As an aside, I'm on a non-pvp server and, in the arena, I still get the emote that, this spell will only work on NPC's when I try casting on myself/ another player... so Vulak will still have to drop that stick for me!
What is the sceptre from dranik that is mentioned in the quest for the chest? I don't see it listed in the components. 3 tattered chimera pelts, and the sceptre as i understand it.
But frankly, considering this is an OOW armor piece, the status suck. I can build a better stat based item with LDoN. And I can name at least half a dozen items from prior to OOW that are better for stats...
This is not at flame for ya Thewlyn =), but look at the quest for this tunic, its rather easy to do, and you dont need a time gear raid for it either, its only Tier1 armor, tier2 is much better, try looking it up =)
cancle magic is nice to pull with but non damaging is really unimportant because you have to drop a mob below 96% in order for them to use thier summoning ability and thats alot of HPs to drop 4% on a 65+ mob.

I was dubious about this but indeed this worked exactly as stated by Kulman when pulling PoTime Phase 2 last week. This and a Bioluminescent Orbs allowed cleaner splits than I ever achieved with Shuriken of Eternity and/or Ensnaring Concoctions.
