I got one today from "a steamwork mechanic" near the zone in from DSH.
Dropped just now off "a steamwork shock soldier" on the first "garden" level.
Dropped in Bazaar off a Bazaar merchant for 25pp...grin
Mark up Otternaut your drop info really made me laugh (and solved my question if it could be found on merchant)

Can confirm it drops off steamwork mobs.....had 2 in 2 hours of kiting.

He said it's for part of meldreths mansion access key.

Supposed to drop from all Steamwork mobs in Fortress Mechanotus. But seems to be rare.
*Correction: Would classify it as uncommon. Got 5 in like 2 hours.
