Oops sorry anyways I was In North karana when an event was said to be happening Vegalys Keldrane or whatever was confronting some farm dude accusing him of using Dark Magic to escape the Karana plague..... he confirmed it and had me tally the votes of what to do to the farmer everyone decided to exile him from the land and I was asked to turn in a coin he gave me.. it was a GM in a npc body... I got Al'kabor's ring of true sight and a wizzie friend of mine got this the Vegalys Keldrane dude handed out like 5 different coins and different people got different things.. I had to run to Qeynos to hand in the coin heh oh well

This was given out in the Fusibility Research event. Six people get rewards, well 7 on my server, but ment to be 6, always 1 wizard, then it breaks down into healer tank and caster, then they get a reward, btw its not an artifact, btw this was a 50plus event, the poster about the lvl 9 necro could be right, sometimes VI uses items over and over again.

this item was recieved in the lanys corpse retreical GM event where 4 people had to goto befallen and get a ring that summoned her corpse back to neriak by one of inny's archpriests. the GM event which this was recieved did not take place in the great divide.

bleh i cant spell so sue me.
I wouldn't call it a 50+ event, I participated in it as a 45th level Druid, but since the event took place in the Great Divide, certainly noone under 30 was terribly safe. They didn't do anything about the Dire Wolves that were constantly meandering through the area, though most of the characters there were powerful enough to deal with them casually. But a 9th level character would probably be dead in seconds, those Dire Wolves are 32-35ish IIRC.

The "greatest" wizard gave his neck piece to a NECRO?? That is so odd... I would've expected this item to be wizard only. Oh well, congrats to the owner of this item. Perhaps there were no wizards around for this quest

This isn't tooshabby for wizards, if they hadn't gotten any ToV or Plane neck items, just sucks it is artifact = (
