At least in North Karana this also drops from a dusty mummy, not just the agitated skeleton.
kill regular skellies in said zones to make them spawn. They are on same spawn table. apperantly.

The skellies are red and should be hard to spot when they spawn. The pain is to actually get them to spawn. And then to make them actually drop the darn thing.

In field of bone I killed 30-40 of the agitated skeletons when I was level 12-13. I believe they conned grey at this time --got no shard drops.
I went to North Ro at level 14-16 and killed 7 agitated skeletons and looted 4 shards. These skeletons conned mostly dark blue.
I will have to try North Ro again and see if I go 0 for 40...

I tracked Skyfire and Overthere and did not see any on track, was also the only person in zone
In the Overthere, I saw the agitated skeletons down near the waterfront.
Don't know whether or not they ever show up on track, but they are not "out" all the time. The sky has to go red *and* it appears to be random how many will spawn even then. I've seen the sky go red in a couple of places with lots of undead but no people killing them (Paineel's garden for example)...and the agitated skellies did not appear.
