This is an item needed for a warrior quest that starts with Drill Master Vygan. you need the shards for getting a geozite tool. all part of the requirements to get a Militia Pike, or some Pike. Think it is 4th upgrade quest for the Iksar warriors.

The skeleton Milita are in the FOB to the left just before the Pit Entrance and located at the ruined building.
