Nope, a plain old high elf. That slot is already dyed - but when I put these on it shows my bare legs (I have a split robe) and the High Elf blue slippers. And I can't click the dye box.

Drakkin can't dye armor.
Other than that, no idea. It's not the boots you are dying, it's the slot.
