This item is 1 of 4 needed for the task, "The Approach", given by Scout Zryan in Direwind at loc -1622, -1012. To get this task you must first complete the "They Grey Legion" task from the same NPC. The reward for The Approach is the Seal of Ashengate, an item that disables the guards blocking the way to the Ashengate zone line in Direwind. You don't have to have the task before looting the seals as you get credit for turning in, not looting. Hope this helps.
