There are several witches in the zone, each of which drops a similar staff item. In the northern part of the zone, east of the mesa zone line, there is a wandering quest mob who has been turned in to a newt by one of the witches. Talking to him will start the quest. The reward is an augment, I think the stats are 15 mana and 15 endurance.
