Got this to drop last night from a named npc. Unfortunatly I can't remember his exact name but it was something like Ishgr the Enraged. Very uncertain about the name, hehe. I was the lowest person in the group at 45 and it was a full group with mostly lvl 50 persons. With regards to the poster asking about what is needed to take out the mob I have only one thing to say: without an enchanter down there you're dead as... Well, something that's really dead. With the named guy we had 2 or 3 ratmen warriors coming along for the ride. How does it look? Really cool actually, looks like fine plate on a human with a dark green/black color.

What exactly drops this and how big would a group of 3-4 need to be to take it (1 war, 1 sk, 1 cler, 1 wiz)

This just might be the equivalent to the black chainmail from Runnyeye. A lot of people would no doubt pay quite a sum for a full suit of visible paineel armor if they know how it looks. Fashionquest is at its height!

It's ok armor for rangers, bards, shammies but I'm pretty sure all this stuff is for a quest out of Paineel. Anyone know anything about that?
I can tell you for a fact that it's not used for anything anywhere in Paineel. It's just a suit of black, Fine Plate-quality armor. You can pretend it's the armor of the great Heretic hero Dartain and his soldiers if you want... but if it is, it's no surprise they got wiped out en masse, because it sucks :)
Interesting that rangers, rogues and shamen can use it, because it is, again, essentially black Fine Plate.
