Agreed, this does infact drop off of Creators.
I've had a pretty good drop rate though, 1 or 2 every mission.

Had one drop for us today while looking for the Elusive Kirin. Dropped off of the stillmoon teacher
I had one of these drop off a creator mission today, but they are pretty rare. I see one perhaps every 5 missions.
Has anyone seen these drop from anywhere other then DoN task missions? I usually see an average of 2 - 3 out of the creator but havent seen them drop anywhere else. For Vah Shir DoN Gm smithing quest you need to loot 40 and thats alot of creator missions.
