How does this work with the recommended level? Say you are 63 and use it, does that mean your spells will be extended by less than 15%?
To answer your question, I did a test myself. I compared duration of one of my buffs with the augment, then unequipped it and took my shaman's Ceramatic shield of valor, and noticed no time difference. The only thing that's affected by the augment you equip the item on, is the item itself. The recommended, required level get transferred to the item, so you might lose a few hitpoints, mana, and minor stats.
