If I understand this corectly, you can get and equip this aug at lvl 58, but it wont actually proc till lvl 60, right?

1) yes. a lifetap heals you for the amount of damage done. (up to max, of course :p)
2) a - number next to the resist type means it's a resist adjustment. IE: Disease:-25 on this aug means take the targets disease resistance, subtract 25, and make the resist check according to that.
so if you have 200 disease resist, and someone dueling you procced this aug, it would check against you as if you only had 175 disease resist.

Well, not entirely true, since PvP rules have been altered, especially in the way of resists. (This change is very old; I simply mean its not the same as it is against MOBs.)

lvl to use the effect is 60 so dont think you are gona use this at lvl 58 like i did ><
This is also not a slot 9? I'm looking at it from the DoN merchant now. It says slot 4 only
