No longer requires Cats Eye Agate to proc.
Confirmed that is still is a low-level proccing weapon, got it to go off at level 6 on my new troll in Gloomingdeep. Based on the spell description it should proc at level 1.
I had low dex so I wasn't seeing many procs (and having better damaging weapons for the level I was not really into testing it further).

I was debating whether or not to get this for my 27 Monk, saw one in the bazaar for 3.5k (Xegony). I didn't know if it was a good deal or not.

I've been using this on my monk (levels 15-22 so far) and its awesome. When that rune fires (55damage absorb) its a long long time before the mob eats thru that.
It looks like a board with nails sticking out of it by the way, like the sharpened flotsam maybe?

Really good item. And you can regularly find 'em for 3-5k. I'd recommend it for rangers who want to solo in their 50s for AAs.
use on my 30 beast since level 28. Procs all the time with low dex
Procs on a friends 30 bard - Hasn't proc'd for me yet in an hour of use on a 41 monk. only 114 Dex though

Has on my 43 monk, but not that often. I think I have a little over 150 DEX. If you are soloing at this level, rune 1 does not last that long, but I'm sure is useful anyways.
Even with a recommended lvl of 58, the stats are still nice on this weapon. I believe it comes out at 9 damage, 17 delay for lvl 43.

this has proced often for my leve 3 rng. :)
a friend of mine has this on a level 3 rng. said it proced often even at that level :)
