Omens of WarThis looks like one of those chest drops from an epic 2.0 raid... got a little something for all classes listed.
As for needing more effects... I disagree. I think it has everything needed. It has the spell/dot shielding for tanks (not to mention good ac/hp/sta and resists), attack mod for dps (plus good str/dex and end), and instrument mod for bards; plus, regen is good for everyone and mana regen is good for the hybrids.
As a SK who likes to be flexible between being tank and dps, this would be good to have on all the time.

Actually this cloak drops from Arch Magus Vangl in Anguish. Epic 2.0 loot rarely exceeds 250 HPs.
PS : I guess the poster below that complained about the lack of effects been sarcastic - 6 effects is very much even for Anguish loot =)
