I had this drop off of Clergyman Rexith. Was shocked to say the least because i've killed him alot and never seen it drop off of him before

I dont think your unlucky. Ive killed this beesh 20 times now over the last couple weeks with my 66 mage. 2 times i hunted her 8 hours strait. She dropped the belt all but the 3 times she had the ds aug, hell she probly had the fricken belt on her then too.
So neck is common?? Id say the aug could be called common, but the neck just aint dropping. Id change it to uncommon or rare.
At least im getting faction and XP.
